Efficiency is overrated. Developers and engineers are trained throughout their career to avoid repeating themselves and streamline everything. The result is the relentless pursuit of efficiency over all else, but efficiency is only one piece of the puzzle. Nielsen talks in depth about the facets of usability: learnability, efficiency, memorability, errors, and satisfaction. At best, efficiency is only 20% of the equation, but in practice, it often gets significantly more attention.
Efficiency is valuable, but for the average user, the majority of the world, it's the least important of the five facets. If they never learn how to use it, can't remember how to use it, or don't enjoy using it, then they won't use it. Efficiency is something to worry about after getting everything else right.
